Add "drag and drop" files to payable charge page so we can upload / add from google drive

This is a comment for the admin comment. That isn't the same as being able to pull from the google drive or an invoice from an email account.

This will be coming in June. There will be an option to drag and drop files from the transactions page, along with the orange plus button found at the top right corner of the screen.
